Who We Are
The Massachusetts Coalition for Permanency for Children (MCPC) is an independent group of people committed to permanency for children and youth. MCPC promotes and advocates for children and youth involved with the Department of Children and Family Services to live in safe, stable, permanent homes much sooner than the court trial process allows. MCPC takes a leadership role in coordinating with all individuals and groups who have a vested interest in pursuing the mission of MCPC.

(508) 836-4421Judy Rosenberg is an attorney (BC Law) who specializes in child welfare law. She began her career at DSS, now known as DCF, litigating in Juvenile, District and Probate Courts.
Though maintaining her CPCS certification for many years after leaving DSS, Judy found her calling as a Permanency Mediator in 2000. She has mediated dozens of cases since then, helping children and families find permanency through the child centered mediation process— saving valuable time and resources. Judy served as the chair of MCPC for two years in the 2000’s and serves again as the chair since 2019, when Permanency Mediation was re-funded by the legislature (after losing funding in 2009).
Judy also serves as a GAL in Juvenile and Probate courts as well as is a divorce mediator and parent coordinator.

(508) 488-9859Andrea DeMayo received an MEd from Boston College. She has worked as a mediator since 2015 and practices Community Mediation and Permanency Mediation. Andrea and her family have welcomed several at risk youth and young adults into their lives and home over the past ten years. The long-term negative effects of people without permanency in their youth was clearly evident in the stories of these young men. When she found the opportunity to use mediation to work toward permanency for children and youth, she knew she had to get involved. Those experiences continue to strengthen her commitment to advocating for permanency for children.
Andrea is looking forward to working with the MCPC to continue this work. She also serves on the Board of Directors for MetroWest Mediation Services, volunteers with Habitat for Humanity MetroWest/Greater Worcester.

Ruth Bodian; Secretary

Ruth Bodian received her MSW from Boston University. She has dedicated her career to supporting vulnerable children and families and has extensive experience working in the child welfare system. Ruth was the Project Manager for a federal grant focused on enhancing trauma-informed policies and practices within the Department of Children and Families. She conducts training on the impact of trauma as well as permanency planning for youth. Ruth has been a permanency mediator for the past two years and very much appreciates its child-centered and collaborative approach.
